my flight is scheduled to land at 11:00. if it, in fact, DOES land on time then after baggage claim, immigration, and taxi to the marais neighborhood will it be several hours later...? and if so how many? is traffic just awful at that time? would it be outrageous to try to make plans to meet people at 14:00?

This is a very reasonable expectation, but then you know about the best of intentions.....
I always round up to an hour for the drive from CDG to the center of the city. Immigration/Customs is very reasonable over here.

Given that you must deplane and pass through French Immigration, collect your luggage and clear French Customs (approx 45-60 mins. Then take a taxi from outside of your arrival terminal to your hotel (approx. 45-60 minutes) then check-in to your hotel (approx. 30 mins). So...your three hour window is a bit tight...but certainly possible. From our experiences of arriving at CDG (we use RER B-3 and taxi), we are usually checked ito our hotel, unpacked a few things and out on the street in 2 hrs. Only once did we get caught in a major traffic tie-up on the autoroute in a taxi, (between exits) which stretched the transfer into a bit more than two hours.
