Why do Paris taxis display the fare in the rear window of their vehicle?

That is NOT the fare they display in the back window but the time that they have to stop work. As the time approaches, the figures will start to flash.
It%26#39;s a visual reminder to a) The Police and b) The General Public.

Interesting, actually I didn%26#39;t look to closely at the numbers, just saw that the display format was similar.
